On the heels of poor second quarter showings for most shoe and clothing manufacturers and designers alike, there is some rather good news. Retail stocks bounced back last week and consumers rallied. Retail shares mobilized more than 2 percent during morning trading Tuesday, following an unexpected surge in The Conference Board’s Consumer Confidence Index. It would seem that consumers have gained back a bit of their confidence this month, sending retail stocks up, but economists warned that they’ll have to regain more of their spending power before the retail market rebounds completely.
